New Quality Productive Forces Enabling High-Quality Development of Foreign Trade:Theoretical Logic and Realization Path

提升发展质量与效益是当今时代的主题。为了应对科技产业变革、大国竞争博弈以及经济发展转型对生产力发展水平的要求,习近平总书记创新性地提出新质生产力思想。本文在厘清新质生产力内涵与特征的基础上,从颠覆式创新为对外贸易高质量发展提供新动力、新型要素为对外贸易高质量发展提供新动能、战略性新兴产业和未来产业为对外贸易高质量发展提供主体支撑三方面总结了新质生产力赋能对外贸易高质量发展的理论逻辑。最后,从完善新型举国体制、攻关关键核心技术、加速新型数据要素融合突破低端锁定、培育战略性新兴产业和未来产业等方面总结新质生产力赋能对外贸易高质量发展的路径。

To improve the quality and efficiency of development is the theme of the current era.In order to cope with the changes in science and technology industry,the competition game of great powers and the requirements of economic development transformation on the development level of productivity,the concept of“new quality productive forces”is innovatively proposed.On the basis of clarifying the connotation and characteristics of the new quality productive forces,this paper summarizes the theoretical logic that the new quality productive forces enables the high-quality development of foreign trade from three aspects:subversive innovation provides new impetus for the high-quality development of foreign trade,new elements provide new momentum for the high-quality development of foreign trade,and strategic emerging industries and future industries provide main support for the high-quality development of foreign trade.Finally,from improving the new nationwide system,tackling key core technologies,accelerating the integration of new data elements to break through the low-end lock,cultivating stra-tegic emerging industries and future industries to summarize the path of new quality productive forces to enable high-quality development of foreign trade.
