交通犯罪现状调查及治理对策研究——以S市交通犯罪治理为视角

Investigation into the current situation of traffic crimes and research on governance countermeasures——from the perspective of traffic crime management in S city

在建设平安S城和经济高质量发展的背景下,S市交通枢纽系统在高速发展的同时,衍生出交通风险隐患递增与群众安心出行需求的矛盾。当前,S市交通事故逐年增加,交通犯罪量大势猛,整体交通安全形势不容乐观,严重威胁着城市安宁和群众出行安全。在界定交通犯罪内涵的基础上,从犯罪原因三元论的视角讨论交通犯罪发案的主要影响因素,运用犯罪统计、文献研究和案例分析等方法,结合S市交通建设实际,揭示交通犯罪的发案形势、主要特征及形成原因,可以进一步探索治理我国城市交通犯罪的有效路径。

In the context of building a safe S city and high-quality economic development,while the transportation hub system of S city is developing at a high speed,it has created a contradiction between the increasing traffic risks and the people’s demand for safe travel.Currently,traffic accidents in S City are increasing year by year,resulted in that the traffic crimes are increasing rapidly,so the overall traffic safety situation is not optimistic,seriously threatening urban tranquility and people’s travel safety.On the basis of defining the connotation of traffic crimes,the main influencing factors of traffic crimes are discussed from the perspective of the triarchy of crime causes,using crime statistics,literature research,case analysis and other methods,combined with the actual traffic construction of S city,to reveal the situation,main characteristics and causes of the traffic crime,which can further explore effective ways to control traffic crimes in China.
