教育财政投入对区域创新能力提升的影响研究--基于面板数据模型的考察

The Influence of Educational Financial Input on the Improvement of Regional Innovation Ability--An Investigation Based on Panel Data Model

教育财政投入是财政工具在教育领域的重要体现,对教育高质量发展和区域创新能力提升具有重要意义。利用2000-2021年的统计数据,采用熵权法测算区域创新能力,实证研究教育财政投入的影响和作用机制。结果表明:教育财政投入对区域创新能力提升具有显著的促进作用,但存在时间维度和区域维度的异质性;金融危机后,教育财政投入的作用不断提升;东部地区教育财政投入对区域创新能力具有强劲推动作用,而中西部地区不具有该效应;人力资本水平和产业结构服务化水平是教育财政投入推动区域创新能力提升的重要因素。为充分发挥教育财政投入对区域创新能力提升的促进作用,政府应建立教育投入长效机制,确保教育投入的充足性和持续性;加大政策倾斜力度,围绕地方特色产业优化高等教育资源配置,缩小区域间差距;加快推动教育成果向现实生产力转化,促进区域创新能力提升。

Financial investment in education is an important embodiment of financial tools in the field of education,which is of great significance to the high-quality development of education and the improvement of regional innovation ability.Using the statistical data from 2000 to 2021,this paper uses entropy weight method to measure regional innovation ability,and empirically studies the impact and mechanism of educational financial input.The results show that education financial input has a significant promoting effect on the improvement of regional innovation ability,but there is a heterogeneity of time dimension and regional dimension.After the financial crisis,the effect of educational financial input continues to improve.Education financial input in the eastern region has a strong promoting effect,but the central and western regions do not have this effect.According to the intermediary model,the human capital level and the service level of industrial structure are the important forces to promote the improvement of regional innovation ability by educational financial input.In order to give full play to the role of education financial input in promoting regional innovation ability,the government should establish a long-term mechanism of education input to ensure the adequacy and sustainability of education input;and strengthen the preferential policies,optimize the allocation of higher education resources around local characteristic industries,and narrow the gap between regions;and accelerate the transformation of educational achievements into real productive forces and enhance regional innovation ability.
