中国香港经历了从西方世界与内地物资交流主要通道向内外资交流合作枢纽的转型,背靠祖国是中国香港成为国际金融中心的最重要因素。美对港政策与其在港利益并不总是一致的,更多服从与服务于其对华战略。美国对华政策从“遏制+接触”战略已经转向“遏制+竞争”战略,对中国香港曾经的“西式民主橱窗”和“经济金融桥梁”的定位也随之转向“遏制中国前线”定位。这种定位转型,意味着中国香港历史的特殊性红利基础动摇,利益固化藩篱所导致的各种结构性社会撕裂将进一步凸显。拥有全球最大实体经济的中国将以更大开放应对美国的选择性对华“脱钩”,这就要求中国香港在全球化秩序的重新洗牌和重构进程中,尽快找准自己的新定位,将联通世界和融入祖国有机结合,积极有效地推动自我转型。

Hong Kong has undergone the transformation from a bridge for the exchange of goods between the Chinese mainland and the West to a hub for the exchange and cooperation of capital between the two.The backing of the Chinese mainland is a major factor for Hong Kong to become an international financial center.The US policy towards Hong Kong does not always serve US interests in Hong Kong,but serves more the US strategies towards China.As the US turned its China policy a containment plus engagement strategy to a containment plus competition strategy,the position of Hong Kong in the eyes of the US authorities has changed from a showcase of Western democracy and an economic and financial bridge to the frontline of containing China.This change means that the foundation is now unstable for the dividend derived from Hong Kong's history-endowed special status,and the various structural social tears caused by vested interest are likely to grow.China,which has the world's largest real economy,will respond to the selective decoupling of the United States with greater openness.This requires Hong Kong to act promptly and find a new position for itself in the reshuffling and restructuring of the world order and effectively combine connecting the world with integrating into the Chinese mainland,thus advancing its transformation proactively and effectively.
