乡村振兴背景下共青团推进基层社会治理现代化路径研究

Research on the Path of Promoting Modernization of PrimarySocial Governance by the Communist Youth League under theBackground of Rural Revitalization

农村基层社会治理是引领乡村全面振兴的重要部分,进一步推进基层社会治理现代化,是治国安邦、乡村振兴的有力保障。共青团作为重要的群团组织,是党的助手和后备军,也可以为推进基层社会治理现代化提供新的路径和思路。文章阐明了在乡村振兴背景下,共青团与基层社会治理现代化的内在关联,从共青团推进基层社会治理现代化的现状及困境出发,提出了强化服务理念、推动组织延伸再造,促进资源整合、拓宽多极协同平台,规范选拔培训、提升专业治理能力,创新工作机制、促成数智精准赋能和达成价值共识、发挥组织品牌效应的路径探索,以探索适应时代需求的新模式、新力量,推动社会治理实现更高水平的现代化和进步。

Rural primary social governance plays an important role in leading the comprehensive revitalization of rural areas. Further promotingthe modernization of primary social governance is the fundamental guarantee for governing the country and promoting rural revitalization.As an important mass organization, the Communist Youth League is the Party’s assistant and reserve army, as well as animportant force integrated into society by the country. It can also provide new paths and ideas for promoting the modernization of primarysocial governance. The author elucidates the inherent relationship between the Communist Youth League and the modernizationof primary social governance in the context of rural revitalization. Starting from the current situation and difficulties of the CommunistYouth League in promoting the modernization of primary social governance, the author proposes strengthening service concepts, promotingorganizational extension and reconstruction, promoting resource integration, expanding multi-polar collaborative platforms,standardizing selection and training, enhancing professional governance capabilities, innovating work mechanisms, promoting precisedigital empowerment and achieving value consensus, exploring the path of leveraging organizational brand effect to explore newmodelsand forces that adapt to the needs of the era, and promote higher levels of social governance.
