上海市水务行政审批改革存在的问题及改进建议

为深入贯彻《国务院关于加快推进政务服务标准化规范化便利化的指导意见》和《国务院关于加强数字政府建设的指导意见》部署要求,进一步深化水利领域“放管服”改革、持续优化营商环境,加快推进水利政务服务标准化、规范化、便利化。上海市水务行政审批基于线上+线下、实行告知承诺、权限下放等实践,构建新发展格局,加快转变政府职能、深化水利“放管服”改革持续优化营商环境,以打造水利政务服务品牌为目标。然而,行政审批仍存在知晓度不高、体验感不足和体制机制不完善的问题。因此,未来上海市水务行政审批应健全管理制度,创新服务模式,强化电子政务建设,并加强统筹协调,及时总结经验,以改进水务行政审批制度。

To implement the requirements of the State Council′s guidance on accelerating the standardization,normalization,and facilitation of government services and the State Council′s guidance on strengthening the construction of digital government,administrative approval should simplify the government,delegates power,and improves services.The water administration should accelerate the standardization,normalization,and facilitation of services to upgrade the business environment.A new development pattern for water administrative approval in Shanghai was established,incorporating both online and offline procedures,commitment to notifications,and simplified administration.The roles of the government in Shanghai’s water affairs were transformed,with more power delegated to enhance the business environment and establish a reputable water affairs service.However,there are still issues with the administrative approval,such as low awareness,inadequate user experience,and imperfect system mechanisms.Therefore,in the future,the Shanghai municipal water affairs administrative approval should improve the management system,innovate service models,strengthen the construction of electronic government affairs,enhance coordination and cooperation,and timely summarize experiences,to improve the water affairs administrative approval system.
