基于NATPI分析框架的江西省科研院所发展政策演进研究

Research on the Evolution of Development Policies of Scientific Research Institutes in Jiangxi Province Based On The NATPI Analysis Framework

【目的】对2000年以来江西省颁布的涉及科研院所科技活动的政策进行研究,以期帮助政府更好地规划科研院所科技活动,激励科技创新,促进科研院所发展。【方法】筛选江西省2000年以来104份科研院所发展相关政策文本,参照NATPI政策分析框架从政策发文数量、政策发布主体、政策类型、政策力度、政策工具5个方面对政策文本内容及其演进趋势进行分析。【结果】政策发文数量呈整体上升趋势;中共江西省委、江西省财政厅、江西省政府、江西省科技厅是发文的核心主体,但联合发文频率低;政策类型多样,但法规规章较少,政策力度偏弱;政策工具使用频率不高。【结论】针对这些问题,提出了加强发文主体间合作、加强顶层设计、增强政策力度、优化政策工具组合的建议,以期提升科研院所发展能力,完善科技创新体系。

[Purposes]The study of policies involving the scientific and technological activities of research motivate can help them better regulate the scientific and technological activities of research institutes,motivate scientific and technological innovation,and promote the development of research institutes.[Methods]This paper screens 104 policy texts related to the development of scientific research institutes in Jiangxi Province,and analyzes the content of the policy texts and their evolution trends from five aspects,namely,the number of policy documents,the policy issuing body,the type of policy,the strength of the policy,and the policy tools,with reference to the NATPI policy analysis framework.[Findings]It is found that the number of policy releases shows an overall upward trend;Jiangxi Provincial Committee of the Communist Party of China,Jiangxi Provincial Department of Finance,People’s Government of Jiangxi Province,and Science and Technology Department of Jiangxi Province are the core subjects of releases,but most of the releases have low frequency of joint releases;the types of policies are diversified but there are fewer regulations and rules,and the strengths of policies are weak;and the frequency of use of policy tools is not even.[Conclusions]In response to these problems,suggestions are made to strengthen cooperation among issuing bodies,enhance top-level involvement,strengthen policy strength and optimize the combination of policy tools,with a view to promoting the enhancement of the development capacity of scientific research institutes and the improvement of the scientific and technological innovation system.
