摘要
数字经济在新时代产业转型与环境治理过程中扮演着重要角色.为了解数字经济发展如何帮助工业产业减排,以制定更精准的减排策略,本文基于2005−2019年我国30个省份的面板数据(不包括西藏自治区和港澳台地区数据),利用调节效应模型和动态空间杜宾模型探究数字经济发展对工业碳排放强度影响的异质性及其溢出性.结果表明:①2005−2019年我国30个省份的数字经济指数一直在快速增长,而工业碳排放强度则在逐渐降低;各省份之间差异较大,“高度数字化的省份”和“数字化不足的省份”之间的差异越来越明显,中西部省份的工业碳排放强度一直高于东部地区.②与非资源型省份和东部地区相比,资源型省份以及中西部地区的数字经济发展对工业碳排放强度的影响并不显著.数字经济发展可以通过各种正外部性显著降低工业碳排放强度,而这种影响也会通过作用于产业结构和城镇化而得到强化.③在不同空间权重矩阵下,数字经济发展对工业碳排放强度影响的直接效应、间接效应和总效应均显著,说明数字经济不仅降低了本地工业碳排放强度,这种影响也存在明显的空间外溢效应.与显著降低本省份工业碳排放强度不同,数字经济发展对周边省份却有促进作用;地理经济距离嵌套是影响数字经济对工业碳排放强度溢出的最主要因素.据此,国家要继续推动数字技术创新发展,加强区域间低碳数字技术交流和产业融合,充分发挥数字经济通过技术渗透、产业结构优化、城镇化等方式对工业碳排放强度的降低作用;政府在出台减碳政策与制定区域规划时需明确各自的重点方向,为数字经济发挥低碳的正外部性提供保障,以助推区域高质量发展.
The digital economy plays a significant role in the process of industrial transformation and environmental governance in the new era.In order to understand how the development of the digital economy can help the industrial sector reduce emissions and formulate more precise emission reduction strategies,this paper uses the moderating effect model and the dynamic spatial Durbin model.It explores the heterogeneity and spillover effects of the impact of the digital economy′s development on industrial carbon emission intensity using panel data from 30 provinces in China from 2005 to 2019(excluding data of Xizang Autonomous Region,Hong Kong,Macao and Taiwan).The results show that:(1)From 2005 to 2019,the digital economy index in 30 provinces in China has grown rapid,while the industrial carbon emission intensity has gradually decreased.There was a significant difference in the levels of digital economy and industrial carbon emission intensity among provinces,and the contrast between‘highly digitalized provinces’and‘digitally deficient provinces’became increasingly obvious.(2)Compared with non-resource provinces and eastern regions,the impact of digital economic development on industrial carbon emission intensity in resource-oriented provinces and central and western regions is not significant.However,the heterogeneity based on regional and resource factors in this impact is evident.The digital economy can significantly and directly reduce industrial carbon emissions by generating various positive externalities.Moreover,this impact can be further amplified by the interplay of industrial structure and urbanization.(3)Under different spatial weight matrices,the direct,indirect,and cumulative effects of digital economy development on industrial carbon emissions are significant.This suggests that the advancement of the digital economy not only reduces local industrial carbon emissions,but also triggers significant spatial spillover effects.Interestingly,while our province experiences a notable decrease in industrial carbon emission intensity,the development of the digital economy positively influences neighboring provinces.Geographical economic distance plays a pivotal role in the spillover effects of industrial carbon emission intensity arising from the digital economy.Consequently,it is imperative for the country to persist in promoting innovation and the evolution of digital technology.This involves harnessing the potential of the digital economy to curtail industrial carbon emissions through technology integration,optimizing industrial structures,fostering urbanization,and adopting other relevant strategies.At the same time,reinforcing the exchange of low-carbon digital technologies and integrating industries at a regional level is crucial.In order to ensure positive externalities in low-carbon aspects of the digital economy,the government must delineate clear directions of carbon reduction policies and regional plans.This step is essential for guaranteeing the advancement of a high-quality regional development.
