摘要
针对目前科技人才评价体系中存在的指标单一、精细度不够、“五唯”倾向等问题,结合科技部、教育部等部门对完善科技人才评价体系的要求,以“创新、质量、贡献”为导向,以客观公正、细化分层为标准,以立德树人、学术贡献和服务国家三大指标为立足点,构建了包含16项二级指标、99项三级指标的科技人才评价指标体系,并运用ANP-AHP-EWM法计算各级指标的主、客观权重及综合权重,对20位学者进行了实证分析。研究结果显示,该人才评价体系在兼顾各方面评价指标的同时,更加注重对服务国家战略、代表性成果的质量、成果转化的实效等方面的衡量,可以直观反映出被评价人才的优势和短板,对激励和引导人才职业发展、调动人才的积极性和创造性具有重要意义,也可为相关部门对科技人才的培养提供一定的依据。
In view of the problems in the current evaluation system of scientific and technological talents,such as single indicators,insufficient precision,and the“five preferences”tendency,and in combination with the require⁃ments of the Ministry of Science and Technology,the Ministry of Education and other departments for improving the evaluation system of scientific and technological talents,this research,guided by“innovation,quality,and contribution”,based on the objective,fair,detailed and hierarchical standards,and based on the three major indi⁃cators of virtue,academic contribution,and service to the country,has constructed an evaluation index system consisting of 16 secondary indicators and 99 three-level indicators for scientific and technological talents,and ANP-AHP-EWM method was used to calculate the subjective,objective weight and comprehensive weight of in⁃dicators at all levels,and 20 scholars were empirically analyzed.The research results show that the talent evalua⁃tion system pays more attention to the measurement of serving the national strategy,the quality of representative achievements,the effectiveness of achievements transformation,etc.while taking into account all aspects of evalu⁃ation indicators,which can directly reflect the advantages and disadvantages of the evaluated talents,and is of great significance for encouraging and guiding the career development of talents,mobilizing the enthusiasm and creativity of talents.It can also provide certain basis for the relevant departments to cultivate scientific and techno⁃logical talents.
