摘要
目的:运用工作分解结构(WBS)方法对医院医疗设备购置计划进行优化,实现设备购置计划科学合理,提升医院运营管理水平。方法:针对2023年度空军军医大学第二附属医院医疗设备购置计划中存在的跨学科申报、超标准过多申报和成本效益不高3类问题,基于WBS方法和理念,从科室职能、设备类别和收入效益3个维度将购置计划任务层层分解细化,综合运用分析对比、效益分析及沟通协商等手段分别制定优化措施并组织分步实施。结果:经过论证优化,2023年度医院医疗设备购置计划由1068台设备压减至905台,压减163台,降幅15.3%,总预算由11500万元降至8004万元,减少3496万元,降幅30.4%。申购台数同比2022年度降低13.1%,总预算同比降低20.2%,实现年度购置预算计划压减的既定目标。结论:基于WBS方法和理念的医疗设备购置计划管理能够有效优化控制医疗设备购置计划,提升设备配备的科学性和合理性,为医院医疗设备购置决策提供新的参考。
Objective:To optimize the purchase plan of medical equipment of the hospital by using the work breakdown structure(WBS),to realize scientific and rational equipment purchase plans and to improve the operational and management levels of the hospital.Methods:In view of three types of problems existing in the medical equipment purchase plan of 2023 of the Second Affiliated Hospital of Air Force Medical University,namely,interdisciplinary application,excessive application beyond the standard,and low cost-effectiveness,based on the WBS method and concept,the tasks were decomposed and refined from 3 dimensions:department functions,equipment categories,and revenue benefits.The multiple methods of analysis and comparison,benefit analysis,and communication and negotiation were comprehensively used to formulate optimization measures and implement step-by-step.Results:After demonstration and optimization,the hospital's medical equipment purchase plan for 2023 was reduced from 1,068 units to 905 units,with a reduction of 163 units,a decrease of 15.3%.The total budget was reduced from CNY 115 million to CNY 80.04 million,with a decrease of CNY 34.96 million,a decrease of 30.4%.The number of units purchased was reduced by 13.1%compared to 2022,and the total budget was reduced by 20.2%year-on-year,achieved the established target planned reductions in annual purchase budgets.Conclusion:The management of medical equipment purchase plans based on WBS method and concept can effectively optimize and control medical equipment purchase plans,improve the scientificity and rationality of equipment allocation,and provide new references for hospital medical equipment purchase decisions.
