社区工作者队伍建设现状、问题与对策

Current Situation,Difficulties and Countermeasures of Community Worker Team Construction

建设一支高素质、规范化、专业化的社区工作者队伍,对于加强基层党建、创新基层社会治理至关重要。基于2020年度全国3000个社区的抽样调查数据,对我国社区工作者队伍基本特征、职业发展水平和相关政策进行全面梳理,发现当前我国逐步建立了体系健全、功效完备的社区工作者队伍,但是依然面临社区工作者的身份与岗位责任不明确、人员配置与工作任务之间矛盾突出、相关政策支持不足、城乡差异比较大等困境。建议科学界定社区工作者的范围与职责,探索建立科学的社区工作者职业发展体系,全力提高社区工作者队伍的规范化、专业化水平,并重点加强农村社区工作者队伍建设。

Building a team of high-quality,standardized and professional community workers is crucial to strengthen grassroots party building and innovating primary-level governance.Based on the sampling survey data of 3000 communities nationwide in 2020,this paper reviews the basic features,career development level and related policies of China's community workers.On the whole,China has gradually established a team of community workers with a sound system and complete efficacy,but still faces some difficulties,such as unclear identity and job responsibilities,prominent contradictions between personnel allocation and work tasks,insufficient policy support and significant urban-rural differences.It is suggested to define the scope and responsibilities of community workers scientifically,explore the establishment of a scientific career development system for community workers,make every effort to improve the standardization and specialization level of community workers,and focus on strengthening the construction of rural community workers.
