摘要
日本札幌的莫埃来沼公园拥有政府和市民协同运营的独特运营机制。本文从法律基础、运营制度、资金保障及运营策略四个方面调查分析了该运营机制长存二十年之久的原因,从而发现市民对该公园的高度认同是其不可或缺的软性条件。该运营机制不仅适用于传统概念上的城市公园,更对公共艺术建成后如何可持续性地激发活性有积极意义。
Moerenuma Park has a unique operational mechanism involving collaborative efforts between the government and citizens.This article analyzes this operational mechanism,which has been in place for 20 years,from four aspects:legal foundation,operational system,financial support,and operational strategy.The study reveals that the enduring success of this operational mechanism is attributed to the strong civic endorsement,which is an indispensable soft condition.This operational mechanism is not only applicable to traditional urban parks but also holds positive implications for how public art can sustainably stimulate activity postconstruction.
