本文从“睦邻”概念出发,分析了中国睦邻外交的理论来源和实践创新。睦邻外交是中国周边外交的特色和亮点。与倡导亲诚惠容的周边外交相比,睦邻外交加重了“以邻为亲”的分量,新增了“与邻为友”“心心相印”等情感和内涵,感情上更互信,地位上更平等,态度上更亲和,关系上更紧密,体现了中国特色的大国外交从“周边”向“睦邻”的转型和深化。睦邻外交秉持周边共同体和“大家庭”精神,是新型国际关系和人类命运共同体理念在中国周边区域合乎逻辑的自然体现。中国式现代化为睦邻外交的提出与践行提供了基础和条件。在百年未有之大变局背景下,中国特色的睦邻外交急需理论建构和实践支撑。

This article starts from the concept of"good-neighborliness"and analyzes the theoretical sources and practical innovations of China's good neighbor diplomacy"."Good neighbor diplomacy"features and highlights China's neighborhood diplomacy.Compared with the neighborhood diplomacy that advocates proximity,sincerity and tolerance,"good neighbor diplomacy"has increased the weight of"taking neighbors as relatives"and added the concept of"being friends with neighbors"and"heart-to-heart".Heart to heart"'emotions,more mutual trust in feelings,more equal status,more affable attitude,and closer relations,reflect the transformation and deepening of the major country diplomacy with Chinese characteristics from"neighbor"to"good neighbor".Good neighbor diplomacy upholds the spirit of neighborhood community and"big family",which logically and naturally manifests the concepts of"a new type of international relations"and"a global community with a shared future"in China's neighboring regions.Chinese modernization provides the basis and conditions for the proposition and practice of"good neighbor diplomacy".Against the backdrop of the great changes that have not been seen in a century,"good neighbor diplomacy"with Chinese characteristics satisfies the urgent need of theoretical construction and practical support.
