“权力均衡与目标共性”:无职务权威下的跨部门合作——基于H区检察院与湿地办“双员互聘”的案例追踪

摘要 在我国社会治理的许多领域,不少问题的处置超出单个组织的能力范围,需要依赖在有职务权威下跨部门的合作。通过串联跨部门合作的理论节点,可以构建在无职务权威下实现跨部门合作的“多重动机-跨界型连接人-双重视角合作”分析框架,并借助对基层检察院“双员互聘”案例的深描,清晰地呈现检察院跨部门合作的过程以及组织逻辑:就寻求跨部门合作动机而言,基层组织的活动是在行政资源漏斗下完成任务、做出政绩亮点、增加权威和降低沟通成本等多重动机交织的产物;在合作过程方面,跨界型连接人通过激活网络中潜在参与者并建立社会资本开启合作之窗;在组织逻辑方面,跨部门合作的具体模式由两个组织间的权力均衡性和目标共性决定。在无职务权威的情况下司法机关与行政机关却能在复杂的生态治理领域进行跨部门合作的研究,有助于推进跨部门合作的本土化理论建构。 In many areas of social governance in our country,the resolution of numerous problems exceeds the capabilities of individual organizations and requires reliance on intersectoral collaboration under functional authority.By linking the theoretical nodes of cross-departmental cooperation,we have constructed an analytical framework for'multiple motivations-interdepartmental liaisons-dual perspective cooperation'to facilitate intersectoral collaboration in the absence of formal authority.This is exemplified in the detailed case study of the'dual staff mutual employment'initiative in grassroots procuratorates,which clearly llustrates the process and organizational logic of intersectoral collaboration.Regarding the motivation for seeking such collaboration,the activities of grassroots organizations emerge from a confluence of multiple motivations,including completing tasks under the constraints of administrative resources,creating outstanding achievements in their official careers,enhancing authority,and reducing communication costs.In terms of the cooperation process,intersectoral connectors open avenues of collaboration by activating potential participants within the network and establishing social capital.Concerning organizational logic,the specific mode of intersectoral collaboration is determined by the balance of power and shared objectives between the two organizations.This paper addresses the research gap concerning how judicial and administrative bodies manage to engage in intersectoral collaboration in the complex field of ecological governance,despite the lack of hierarchical authority,and contributes to the advancement of localized frameworks for intersectoral cooperation.
