城市级国土空间规划实施监测体系的构建思路与实践探索——以宁波市为例

Ideas and practices of city-level territorialspatial planning monitoring:A case study of Ningbo

在数字化转型背景下,建立健全国土空间规划实施监测机制,提升国土空间规划治理效率和水平,是服务国家治理现代化战略的重要举措。国土空间规划实施监测应通过对国土空间规划实施过程和国土空间开发保护利用行为进行长期性、动态性监测,为了解国土空间规划实时运行状态、推动规划实时反馈优化提供基础。系统回顾中国规划实施监测相关工作的发展历程,从监测工作定位、内容技术体系和传导衔接机制三个方面总结了现有工作的不足。在此基础上,明确了国土空间规划实施监测“全过程支撑”的工作定位,并以浙江省宁波市为例,从规划要求落实监测、规划实施效果监测和规划过程调整监测三个方面构建了国土空间规划实施监测内容体系,进而建立规划监测指标与规则库、趋势分析与预警模型库和弹性监测分析单元三大技术体系,为全面开展城市级国土空间规划实施监测工作提供经验参考。

In the context of digital transformation,establishing and improving the monitoringmechanism for the implementation of territorial spatial planning is an important key to enhancethe efficiency of spatial governance as well as national governance.The implementationmonitoring of territorial spatial planning in the New Era involves long-term and dynamicmonitoring of the planning process and the spatial changes influenced by development,utilization,and protection.It serves as a necessary prerequisite for understanding the real-timestatus of spatial planning and promoting real-time feedback for planning optimization.Thisarticle systematically reviews the development of China's related work on planningimplementation monitoring,and summarizes the shortcomings of existing work frompositioning,content and technical framework,and transmission mechanism.Based on theanalysis above,it clarifies the connotation of"continuous monitoring"and the positioning of"comprehensive supporting"for the implementation monitoring of territorial spatial planning.Furthermore,with the case of Ningbo city in Zhejiang province,it constructs the contentframework of implementation monitoring for territorial spatial planning from three aspects:theimplementation of planning requirements,the external effects of planning,and the adjustmentof planning during processes.Also,it improves the monitoring indicators and builds flexibleunits for monitoring analysis and predicting models for future warning.All in all,it providesreferences for conducting comprehensive implementation monitoring methods of territorialspatial planning on city level.
