为落实国家发展和改革委员会《关于进一步深化燃煤发电上网电价市场化改革的通知》(发改价格[2021]1439号)文件精神,2023年云南省实施煤电市场化改革,燃煤电量市场和清洁能源电量市场分开设立,同时建立火电调节容量市场,促进火电发电成本向用户侧疏导。针对云南省电力市场改革政策及市场交易规则进行梳理,解读政策关联性及市场反应,展望今后市场改革前景,为发电企业参与云南电力市场提供参考。

In order to implement the spirit of the Notice on Further Deepening the Market-Oriented Reform On-grid Tariff of Electric Power Generated by Coal issued by the National Development and Reform Commis⁃sion(FA GAI JIA GE[2021]No.1439),Yunnan Province implemented the market-oriented reform of coalfired power in 2023 by separately establishing the coal-fired power market and the clean energy market,and building a thermal power regulation capacity market to facilitate the transfer of thermal power generation costs to the user side.This paper combs the reform policies and market trading rules of the electricity mar⁃ket in Yunnan Province,interprets the policy relevance and market reaction,and looks forward to the future prospects of market reform,providing a reference for power generation enterprises to participate in the Yun⁃nan electricity market.
