中欧班列冷链运输熔断机制的适用性和风险防控

On the Applicability of Circuit Breaker Mechanism and Risk Prevention and Control Strategy of China-Europe Train Cold Chain Transportation

新冠肺炎疫情以来,全球物流格局发生了重大变化,航空和海运受疫情影响造成国际运输渠道大幅缩减,中欧班列凭借自身优势逆流而上,为战胜疫情做出了重要贡献。但中欧班列冷链运输也成为了“新冠”病毒传播的重要途径,因此对其熔断机制和风险防控进行研究显得尤为重要。通过对中欧班列和航空熔断机制进行介绍,结合发展现状,提出中欧班列冷链运输在监管、标准法规、信息化、产业链等方面存在的问题,并对熔断机制的适用性进行探讨。从地方人民政府、市场监管、生产、铁路、交通运输等角度出发,提出各部门风险联防联控手段,并提出冷链运输发展宏观对策。

Since the COVID-19,major changes have taken place in the global logistics pattern.The international transport channels of air and sea transportation have been significantly reduced due to the impact of the epidemic.China Europe Express has made an important contribution to the fight against the epidemic by virtue of its own advantages.However,the cold chain transportation of China Europe trains has also become an important way for the transmission of the"COVID-19"virus,so it is particularly important to study its circuit breaker mechanism and risk prevention and control.Based on the introduction of the China-EU train and aviation circuit breaker mechanism,combined with the current development situation,this paper puts forward the problems existing in the regulation,standards and regulations,informatization,industrial chain and other aspects of the China-EU train cold chain transportation,and discusses the applicability of the circuit breaker mechanism.From the perspective of local people's government,market supervision,production,railway,transportation and other aspects,put forward the means of joint prevention and control of risks of all departments,and put forward the macro countermeasures for the development of cold chain transportation.
