International Experience,Practical Basis and Development Countermeasures for Building a Higher Level of"Tianfu Granary"in the New Era

【目的】新时代打造更高水平“天府粮仓”是保障国家粮食安全的重要举措。【方法】采用文献分析方法,归纳总结国内外高水平粮仓建设现状与典型特征,剖析“天府粮仓”的历史演变,战略方位,建设基础,并提出新时代打造更高水平“天府粮仓”的对策建议。【结果】世界高水平粮仓的典型特征是粮食高度自给,农业现代化程度高,农业设施设备建设良好,我国现有高水平粮仓具有土地肥沃,地势平坦,宜机化程度高,交通便利等优势,但集中于东部的地理区位与受资源约束的粮食产量及种类,依然制约着我国粮食安全的全方位保障。【结论】新时代打造更高水平“天府粮仓”要遵循历史发展规律,把握战略方位,结合建设基础,从藏粮于地、藏粮于技、藏粮于民、藏粮于仓4个维度实现战略目标。

【Objective】Building a higher-level"Tianfu Granary"in the new era is an important measure to ensure national food security.【Method】Using literature analysis method,summarize the current situation and typical characteristics of high-level granary construction at home and abroad,analyze the historical evolution,strategic orientation,and construction foundation of"Tianfu Granary",and propose development strategies for building a higher level"Tianfu Granary"in the new era.【Result】The typical characteristics of the world's high-level granaries are high food self-sufficiency,high degree of agricultural modernization,and good construction of agricultural facilities and equipment.China's existing high-level granaries have advantages such as fertile land,flat terrain,high suitability for mechanization,and convenient transportation.However,the geographical location concentrated in the east and the constrained grain production and types of resources still restrict the comprehensive guarantee of China's food security.【Conclusion】To build a higher-level"Tianfu Granary"in the new era,it is necessary to follow the laws of historical development,grasp the strategic direction,sions:storing food on the farmlan,storing food in technology,storing food in the people,and storing food in the granary.
