摘要
发展新能源产业是实现“双碳”目标的重要措施,数字经济是推进战略性新兴产业高质量发展的动力,新能源产业兼具低碳化和数字化转型的双重任务。寻求两者深度融合的方法,对西北五省新能源发展具有重要意义。构建了西北五省数字经济和新能源发展指数,采用熵权法对西北五省2015-2021年数字经济发展和新能源发展水平进行测度。结果表明,近年来西北五省的数字经济和新能源产业发展迅速,但各省份数字经济和新能源发展均存在短板,差异逐年缩小。耦合度模型的分析结果显示,青海省的数字经济和新能源融合发展取得显著成果,但两者的融合程度仍然很低。提出完善数字基础设施建设、加强数字经济人才引进和培养、完善数字经济发展环境、加强技术创新投入等应对措施,制定出符合自身实际的数字经济发展方案,以促进两者深度融合。
Developing the new energy industry is an important measure to achieve the"Double Carbon"goal.digital economy is the driving force for promoting high quality development of strategic emerging industries.The new energy industry has the dual tasks of low carbon and digital transformation.Seeking a deep integra-tion method between the two is of great significance for the development of new energy in the five northwestern provinces.The digital economy and new energy development index of five provinces in Northwest China is con-structed,and the development level of digital economy and new energy in five provinces in Northwest China from 2015 to 2021 is measured by entropy weight method.The results show that in recent years,the digital economy and new energy industry in the five northwestern provinces have developed rapidly,but there are shortcomings in the development of digital economy and new energy in each province,and the differences have been narrowing year by year.The analysis results of the coupling degree model show that Qinghai Prov-ince has achieved significant results in the integration of digital economy and new energy development,but the degree of integration between the two is still very low.Countermeasures such as improving the construction of digital infrastructure,strengthening the introduction and training of digital economy talents,improving the devel-opment environment of digital economy,and strengthening investment in technological innovation have been put forward,and digital economy development plans that meet their actual conditions have been formulated to promote the deep integration of the two.
