陕西省自然资源的治理现代化研究

推进自然资源的治理现代化是实现全面建设社会主义现代化国家伟大目标的必要路径。要实现国家治理现代化,就要坚持党的集中统一领导,要推进治理体系和治理能力的现代化,实现国家制度和执行能力的现代化。为了合理开发自然资源,实现资源、经济可持续发展,自然资源管理,必须实现治理现代化。首先必须转变思想观念,转变治理理念;其次需要重构制度体系,全面完成自然资源系统机构改革,构建起自然资源各项工作科学规范、运转高效的制度体系。陕西在自然资源治理现代化方面已经取得了显著成绩和一定的经验,今后还需要从治理现代化与自然资源管理相统一的内在逻辑、把握好自然资源治理现代化和经济社会发展的三个原则、重点处理好四对关系等三个维度持续深化陕西自然资源的治理现代化。

Promoting the modernization of natural resources governance is the necessary path to realize the great goal of building a modern socialist country in an all-round way.To realize the modernization of national governance,it is necessary to adhere to the centralized and unified leadership of the party,to promote the modernization of govemance system and govermance capacity,and to realize the modernization of national system and execution capacity.In order to develop natural resources reasonably and realize the sustainable development of resources and economy,the management of natural resources must realize the modernization of governance.First of all,we must change our ideas,change our ideas of governance,and secondly,we need to reconstruct our system and complete the reform of natural resources institutions,we should build up a scientific,standardized and efficient system for natural resources work.Shaanxi has made remarkable achievements and gained some experience in the modernization of natural resource management,in the future,it is necessary to deepen the modernization of natural resources management in Shaanxi from the following three aspects:the internal logic of the integration of the modermization of natural resources management and the management of natural resources,the three principles of the modernization of natural resources management and the development of economy and society,and the four pairs of relations.
