网络内容治理包括国家及政府部门、互联网企业和行业组织、网民和社会组织等多元主体,各主体所扮演的治理角色、承担的治理责任、参与治理的途径各不相同。这些主体间以不同的位置关系组合在一起则形成了不同的治理结构,各种各样的治理主体结构可以抽象概括为以新加坡、韩国为典型的层级式结构,以美国、英国为代表的多中心结构,以及混合结构。三种结构形态并无绝对优劣之分,但各有适用的情形和领域。塑造符合我国网络内容治理实际需求的主体结构,关键是确定各治理主体的位置以及他们之间的功能性分权,其中最重要的是确定广义政府的位置。同时,在治理结构塑造的过程中,要针对不同的治理对象设置不同的结构,并建立起结构之间变换的制度性机制。
