可持续发展视角下中国城市韧性与绿色技术创新的耦合协调关系研究

摘要 提升城市韧性是应对系统性风险的有利途径,是新型城镇化的客观要求。绿色技术创新能够在一定程度上缓解城市发展与环境保护的冲突,亦是可持续发展的重要动力来源。本文首先量化评估城市韧性和绿色技术创新,并测算二者的耦合协调关系;其次使用空间计量方法发掘其耦合协调度的时空特征。进一步地,从可持续发展的视角出发,审视城市韧性与绿色技术创新的耦合机制。研究发现,中国多数城市属于城市韧性与绿色技术创新弱耦合协调类型,2006~2020年耦合协调度逐渐增强,2021年有所减弱;城市耦合协调度空间集聚特征显著,尤其是西部、东北部城市出现低低型集聚的现象,东部和南部城市出现高高型集聚的现象。此外,基于可持续发展的理论分析,绿色技术创新是实现城市韧性发展的重要手段,但实现城市韧性发展不能单纯寄希望于绿色技术创新,从工业文明到生态文明的范式转型亦是提高城市韧性、实现可持续发展的必要手段。基于上述研究,本文提出提高各区域城市韧性与绿色技术创新的耦合协调度、促进中国城市绿色转型的对策建议。 Improving urban resilience is a favorable way to deal with systemic risks and an objective requirement of new urbanization.Green technological innovation,an important source of power for sustainable development,can balance urban development and environmental protection in a certain extent.Firstly,this paper evaluated urban resilience and green technology innovation,then measured the coupling coordination relationship between them.Furthermore,from the perspective of sustainable development,this paper elucidated the coupling mechanism between urban resilient development and green technological innovation.The results showed that:most cities in China belong to the weak coupling coordination type,and the coupling coordination degree has gradually increased from 2006 to 2020,and weakened after 2021.The spatial agglomeration characteristics of urban coupling coordination were significant:low-low agglomeration phenomenon occurred in the western and northeastern cities,and high-high agglomeration phenomenon occurred in the eastern and southern cities.In addition,based on the theoretical analysis of sustainable development,we proposed that green technological innovation was an important means to achieve resilient urban development,but the realization of resilient urban development in China could not simply rely on green technological innovation.Based on the above research,this paper put forward some suggestions to improve the coupling coordination degree of urban resilience and green technological innovation in various regions and promote the green transformation of Chinese cities.
