意义归属是目前新兴技术创新中亟需探讨的问题。为了推动量子技术负责任创新实践,需要对其创新意义的负责任归属进行深入研究。第一,技术未来叙事是归属量子技术创新意义的重要媒介。第二,量子技术创新意义负责任归属存在当前和未来实践的必要性。第三,量子技术创新意义负责任归属面临任意性问题、矛盾心理问题、透明度缺乏问题所带来的诸多挑战。第四,为应对这些挑战,主张一种教育和对话相结合的强对话策略,即倡导一种双向的、强参与度的对话模式;呼吁科学家在对话中发挥“诚实中间人”作用;鼓励公众在对话中发挥积极叙事者作用。

Attribution of meaning is an urgent issue that needs to be explored in emerging technological innovation.In order to promote the responsible innovation practice of quantum technology,it is necessary to conduct in-depth research on the responsible attribution of its innovative meaning.Firstly,the techno-future narrative is an important medium that attributes innovative meaning to quantum technology.Secondly,it is necessary for current and future practices to have a responsible attribution of innovative meaning of quantum technology.Thirdly,the responsible attribution of innovative meaning of quantum technology faces many challenges brought by arbitrariness,ambivalence and lack of transparency.Fourthly,in order to address these challenges,we insist a strong dialogue strategy,which advocates a two-way and highly participatory dialogue model;calls for scientists to play the role of"honest broker"in dialogue;encourages the public to play an active narrator role in the dialogue.
