摘要
当前,大数据、区块链和人工智能等新技术正在创新并引领数字教材形态的变革,也为数字教材的推广应用带来诸多新的风险与挑战。从多学科、多领域视角审视智能时代我国中小学数字教材的发展,发现教材审定的现实困境包括:数字内容的无限扩展性、数字空间的互动生成性、数字侵权审查的滞后性及教育用户的数据安全性。未来,我国中小学数字教材审定的机制建设路向应从支撑平台体系、组织保障体系、标准建设体系和政策保障体系入手,以法律法规和国家相关标准为引领,以数智技术应用和资源平台建设为抓手,着力完善与数字教材发展相适应的审查标准及相关法律实施细则,切实提升数字教材审定的法治化、规范化和技术化水平,致力于构建智能精准、敏捷高效、人机协同、开放透明、共治共益、公平包容的审定框架体系,以回应我国高质量教材体系建设的实践创新需求。
With the emergence of new technologies like big data,blockchain,and artificial intelligence,digital instructional materials are undergoing transformative innovations,which also introduces risks and challenges for their promotion and application.This paper examines the practical dilemmas faced by reviewing digital textbooks for primary and secondary schools in China from an interdisciplinary perspective in the age of intelligence.The key dilemmas refer to the infinite expandability of digital contents,the interactivity of digital space,the lag in reviewing mechanisms for digital copyright protection and the vulnerability of educational users’data security.Moving forward,the fundamental principles and practical priorities for reviewing digital textbooks in China should focus on improving the supportive platform system,organizational assurance system,standards construction system and policy guarantee system.With relevant laws,regulations,and national standards as the guidance,and leveraging intelligent technology applications and resource platform development as the breakthrough points,it is imperative to refine review criteria and legal provisions tailored to developing digital textbooks.This will substantially enhance the legalization,standardization,and integration of intelligent technologies into the digital textbook review process.The goal is to build an efficient,accurate,human-machine collaborative,transparent and equitable review framework based on co-governance and common interests,in order to meet the practical and innovative demands for constructing China’s high-quality textbook system.
