摘要
PPP医疗卫生项目的实施对于推动医疗卫生事业改革以及完善我国政府公共投资事业具有重要意义。通过采用PSM-DID方法,对PPP项目中的医疗设施供给效率进行实证检验,研究发现:从全国性来看,PPP项目的推广应用可以显著提升医疗设施供给的效率;从异质性分析来看,东部、中部和西部地区的PPP项目推广应用对医疗设施供给效率的影响存在着一定的差异性。针对西部地区,可以侧重扩大PPP医疗卫生项目建设的规模及覆盖区域和范围;针对东部和中部地区,可以侧重加大PPP医疗卫生项目的质量、服务水平和效率提升,注重医疗卫生服务的多样化发展和优质医疗服务资源的提供。
The implementation of PPP medical and health projects is of great significance for promoting the reform of medical and health undertakings and improving the public investment undertakings of the Chinese government.By adopting the method of PSM-DID,it showed that the promotion and application of PPP projects could significantly improve the efficiency of medical facilities supply.From the perspective of heterogeneity analysis,the promotion and application of PPP projects in the eastern,central and western regions had some differences on the supply efficiency of medical facilities.It is suggested to focus on expanding the scale,coverage and scope of PPP medical and health projects for the western region,and focus on improving the quality,service level and efficiency of PPP medical and health projects,and the diversified development of medical and health services and the provision of quality medical service resources for the eastern and central regions.
