供给侧结构性改革视角下高校在线课程发展研究

On College and University Online Courses Development Strategies from the Perspective of Supply-Side Structural Reform

摘要 实现国家经济政策的战略调整和社会发展理念的转型升级,离不开高素质创新型人才的参与和支持。高校加快高素质创新型人才培养进程的基础、核心和关键是课程。以物联网、大数据、人工智能、虚拟现实等为代表的新一代信息技术,为现阶段高校全面推进课程特别是在线课程的创新建设与变革发展提供了全新思路、途径与方法。我国高校在线课程建设,先后经历了精品课程、精品开放课程、精品在线开放课程、一流本科课程等四个重要发展阶段,主要存在课程总量偏少、结构失衡、质量欠佳、效益偏低、创新不足等突出问题。依据供给侧结构性改革理论的基本原理和实践方法,建议从五个方面构建促进高校在线课程健康可持续发展的优化策略:一是增加总量,优化课程供给结构;二是培育增量,补齐课程供给短板;三是强化质量,提升课程供给水平;四是盘活存量,提高课程供给效率;五是扩大容量,创新课程供给环境。 The strategic adjustment of national economic policies and the transformation with upgrading of social development concepts cannot be achieved without the participation and support of high-quality innovative talents,where the curriculum can be designated as the core foundation and key to accelerating the process of cultivating high-quality and innovative talents in colleges and universities.The new generation of information technology,represented by the Internet of Things,big data,artificial intelligence,and virtual reality,provides new ideas,approaches,and methods for colleges and universities to comprehensively promote the innovative construction and transformation of courses,especially online courses.The construction of online courses in Chinese colleges and universities has gone through four important stages of development:high-quality courses,high-quality open courses,high-quality online open courses,and first-class undergraduate courses.In construction of online courses,there exist some problem in the main such as a small total number of courses,imbalanced structure,poor quality,low efficiency,and insufficient innovation.Based on the basic principles and practical methods of supply side structural reform theory,it is recommended to construct optimization strategies to promote the healthy and sustainable development of online courses in colleges and universities from five aspects:the first is to increase the total amount and optimize the course supply structure;the second is to cultivate increment and fill the gaps in curriculum supply;the third is to strengthen quality,improve the level of curriculum supply,and the fourth is to activate the stock and improve the efficiency of curriculum supply;the fifth is to expand capacity and innovate the curriculum supply environment.
