《水泥单位产品能源消耗限额》(GB 16780-2021)强标在湖南实施效果统计分析

Statistical Analysis of Implementation Effect of Mandatory Standard GB 16781-2021,The norm of energy consumption per unit product of cement,in Hunan

对强制性节能国家标准实施效果开展评价是落实《标准化法》和《统计法》的具体体现,是未来政府决策和标准更新升级的重要依据。本文从标准技术内容、实施情况、实施成效方面构建了系统的评估体系,并对湖南全省80家水泥企业执行《水泥单位产品能源消耗限额》(GB 16780—2021)效果开展了评价。结果表明:标准实施后湖南5家“头雁”企业节能降耗达到国内先进水平,54家企业能耗值在国标能耗限额的2级水平,工业节能形势向好。

Carrying out assessment of the implementation effect of mandatory national standards for energy saving is the concrete embodiment of implementing the Standardization Law and the Statistics Law,and also an important basis for governmental decision-making and standards upgrading.This paper builds the evaluation system from the aspects of technical contents,implementation situation,and implementation effect,carries out effect evaluation of 80 cement enterprises implementing GB 16780-2021,The norm of energy consumption per unit product of cement,in Hunan province.The results show that after implementation of the standard,the energy consumption level of 5 leading enterprises in Hunan has reached the advanced level in China,and 54 enterprises has reached level 2 of national energy consumption limits,which indicates that industrial energy conservation is improving.
