福建纺织服装行业遭遇技术性贸易措施现状及其影响研究——基于企业调查

Research on Current Situation and Impact of Technical Trade Measures Encountered by Textile and Clothing Industry in Fujian-Based on Enterprise Survey

技术性贸易措施已连续多年成为福建对外贸易中仅次于汇率、关税后的第三根出口“阻拦索”。本文立足于2018年至2022年福建纺织服装出口企业遭遇技术性贸易措施情况开展的问卷调查结果,结合福建纺织服装行业出口情况,对企业出口遭遇的主要技术性贸易措施的类别和目标市场、导致的贸易损失、应对工作的制约因素进行了分析,并提出了相关建议,旨在为增强纺织服装行业技术性贸易措施研究与应对能力和方向提供参考。

Technical trade measures have become the third export“barrier”,following exchange rates and tariffs,in Fujian's foreign trade for many consecutive years.This paper is based on the results of a questionnaire conducted on the technical trade measures faced by textile and clothing export enterprises in Fujian from 2018 to 2022.Combined with the export situation of Fujian's textile and clothing industry,this paper analyzes the categories and target markets of the main technical trade measures encountered by export enterprises,as well as trade losses and constraints on the solutions.Relevant suggestions are also proposed to provide reference for enhancing the research,response capabilities and directions of the textile and clothing industry to handle technical trade measures.
