共同富裕视角下我国残疾人社会保障事业:现实审视、价值转向与实践进路

Social Security Cause for the Disabled in China from the Perspective of Common Prosperity:Reality Review,Value Turning and Practice Approach

残疾人共同富裕是中国式现代化建设这一宏大叙事的重要组成部分。经历了70多年的发展,我国已经形成了以“普惠+特惠”为主要特征的残疾人社会保障体系,在维护残疾人基本生活,提高残疾人生活质量方面发挥了重要的作用。从价值目标上来看,我国残疾人社会保障事业经历了从国家本位、人道主义到需求本位的转向和从生存目标、脱贫目标到共同富裕目标的转向。残疾人保障事业应该坚持一般性与特殊性相结合、以经济保障为核心、坚持预防与康复相结合助推残疾人社会保障事业的高质量发展。

The common prosperity of the disabled is an important part of the grand narrative of Chinese modernization.After more than 70 years of development,China has formed a social security system for the disabled with the main feature of“universal+preferential”,which has played an important role in maintaining the basic life of the disabled and improving their quality of life.From the viewpoint of value objectives,the social security cause of disabled people in China has experienced a shift from the state orientation and humanitarianism to the need orientation and from the goal of survival and poverty alleviation to the goal of common prosperity,and three basic principles should be insisted on the combination of generality and specificity,the core of economic security and the combination of prevention and rehabilitation to promote the high-quality development of the social security cause of the disabled group.
