南京建设综合性国家科学中心的战略思考

摘要 近年来,各地申请建设综合性国家科学中心的积极性高涨,南京在科教资源、人才储备、高技术产业等方面具有鲜明优势,争创综合性国家科学中心是明智的战略选择。在回顾综合性国家科学中心发展脉络的基础上,明确建设的任务和要求,结合南京现有资源条件和创新基础,从加强重大科技基础设施落地建设、加快重大科技创新平台集群引导、加大高端人才培养与引进力度、夯实创新发展的产业基础和深化科技体制机制改革五个方面提出南京建设综合性国家科学中心的实施路径,并从加快科学城建设、全面激发区域创新活力、积极构建全球开放创新网络三个方面提出建议。 In recent years,the enthusiasm for applying for establishing a comprehensive national science center has been rising across the country.Nanjing has distinct advantages in science and education resources,talent pool,high-tech industrial support and so on.It is a wise strategic choice to strive for a comprehensive national science center.Based on the review of the development context of the comprehensive national science center,this paper clarifies the tasks and requirements of the construction,combining the existing resource conditions and innovation foundation in Nanjing,and proposes the realistic path of creating a comprehensive national science center in Nanjing from five aspects:strengthening the settlement and construction of major sci-tech infrastructure,accelerating the cluster guidance of major sci-tech innovation platforms,increasing the introduction and cultivation of more top talents,consolidating the industrial foundation for innovation and development,and deepening the mechanism reform of sci-tech institutions.Additionally,suggestions are put forward from three aspects:accelerating the construction of science city,stimulating regional innovation vitality in an all-round way,and actively building a global open innovation network.
