The Formulation,Implementation and Enlightenment of the UK Govermment's Data Ethics Framework

推动数据伦理治理是构建中国式现代化数据治理体系的重要要求。文章通过网络调查法和文献调研法系统梳理了英国政府数据伦理框架的主体内容,主要包含透明度、问责制、公平性3项主体原则和理解公共利益与用户需求等5项具体行动,并对框架制定与实施的治理经验进行了总结。借鉴英国经验,我国政府可以多部门协同构建政府数据伦理框架体系,以人为本制定完备的数据伦理框架,配套实施法律规范实现数据伦理依法治理,并完善政府数据伦理多主体协同治理机制。

The promotion of data ethics governance is an important requirement for constructing a Chinesestyle modern data governance system.This article systematically outlines the main contents of the UK government's Data Ethics Framework through website surveys and literature reviews,mainly including three overarching principles,namely transparency,accountability,and fairness,as well as five specific actions such as"define and understand public benefit and user needs".It also summarizes the governance experience of framework formulation and implementation.Drawing on the experience from the UK government's Data Ethics Framework,the Chinese government can coordinate multiple departments to construct the data ethics framework system,formulate a comprehensive data ethics framework centered on people,implement legal norms to achieve data ethics governance in accordance with the law,and improve the multi-subject collaborative governance mechanism for government data ethics.
