基于不动产登记构建“多测合一”信息管理系统的设计思路

Design Thoughts of Building a Multi-survey Integration Information Management System Based on Real Estate Registration

“多测合一”是优化营商环境、提升行政审批效能的重要组成部分,也是推进工程建设审批制度改革的一项大举措,国内大部分省市区纷纷建立起联合测绘或综合测绘机制,也相应搭建对应的管理系统。结合实际工作经验,从方便项目业主和测绘单位的角度出发,在不动产登记综合服务平台的基础上,提出构建“多测合一”信息管理系统的设计思路,研究和分析实现的关键技术,从而实现“一次委托、统一测绘、成果共享”的目标。

The multi-survey integration is not only a significant part of optimizing the business environment and improving the efficiency of administration review and approval,but also a remarkable step of promoting the reform of the examination and approval system of engineering construction.Most provinces and cities in China have established a mechanism of co-surveying and mapping or comprehensive surveying and mapping,as well as relevant management system.Combined with work experience and for the convenience of the project client and the surveying and mapping unit,the paper proposes the design thoughts of building information management system of multi-survey integration based on integrated service platform of the real estate property registration,studies and analyzes the crucial technology of realizing it to accomplish the goal of“completing the surveying and mapping contents correlatively and sharing the outcomes once entrusted”.
