Targeted Assistance to Promote Common Prosperity Theoretical Logic and Practical Path

对口帮扶是我国引导发达地区资源向欠发达地区流动,促进欠发达地区福利增加,实现区域协调发展和共同富裕的独特方式。通过构建分析地区间对口帮扶的对称模型,系统分析了在对口帮扶关系中,发达地区和欠发达地区在初级产品和工业制成品市场中的供需平衡与福利增减,研究发现:所有对口帮扶方式都增加了欠发达地区的福利,发达地区向欠发达地区初级产品生产的技术溢出则带来了双方的总体福利增加。在此基础上,归纳了对口帮扶促进共同富裕的可行路径:在市场和政府协同联动下,在中央对地方的激励约束中,开展组团式帮扶,完善项目制帮扶是进一步提升对口帮扶效能的可行路径。

Paired assistance is a unique way for China to guide the flow of resources from developed areas to underdeveloped areas,promote the increase of welfare in underdeveloped areas,and achieve regional coordinated development and common prosperity.By constructing a symmetrical model for analyzing inter regional targeted assistance,a systematic analysis was conducted on the supply-demand balance and welfare increase and decrease between developed and underdeveloped regions in the primary product and industrial finished product markets in the targeted assistance relationship.It was found that all targeted assistance methods increased the welfare of underdeveloped regions,while the technology spillover from developed regions to underdeveloped regions in primary product production brought about an overall increase in welfare for both sides.On this basis,feasible paths for promoting common prosperity through targeted assistance have been summarized:under the coordination and linkage of the market and government,under the incentive and constraint of the central and local governments,group based assistance is carried out,and improving project-based assistance is a feasible path to further enhance the effectiveness of targeted assistance.
