The three-dimensional stratification of maritime rights of use is an effective way to unleash the full potential of marine resources and solve the problem of overlapping maritime usage,which is a cutting-edge issue in the field of current maritime management.Starting from an examination of the current three-dimensional stratification in China’s maritime domains,the article delves into the background of the establishment of such a stratified system.It systematically reviews the domestic and international research on stratification of maritime rights of use,identifies key research questions in China’s implementation of a three-dimensional stratified rights system,and aims to build a research consensus.This provides theoretical guidance for accelerating the exploration of important issues such as the theoretical framework,operational principles,and regulatory policies of the three-dimensional stratification of maritime rights of use,in alignment with China’s strategy of becoming a maritime great power.
