“多规合一”背景下系统化推进城市更新的思考

Thinking of Systematically Promoting Urban Renewal in Context of "Multi-plan Integration "

本文从“多规合一”规划改革背景出发,围绕城市更新的覆盖面、价值取向、重点内容、运行模式等阐释新形势下城市更新的内涵。结合当前城市更新实践,分析城市更新在规划引领、政策支撑等方面存在的问题与挑战,总结城市更新体制机制存在障碍和政策堵点,以问题为导向从完善国土空间规划体系、与土地等政策融合的角度,提出城市更新规划管理、标准规范、政策工具、商业模式等方面的建议,以期系统化推进城市更新,增强城市更新动能,实现城市功能品质完善活力提升。

Starting from the planning reform background of “multiple plans integrated”,this paper explains the connotation of urban renewal under the new situation centering on the coverage,value orientation,key content and operation mode of urban renewal.Combined with the current urban renewal practice,the analysis of urban renewal in the planning lead,policy support problems and challenges,summarizes the urban renewal system mechanism obstacles and policy point,problem oriented from the perfect national spatial planning system,and land policy integration,urban renewal planning management,standards,policy tools,business model,etc,in order to systematically promote urban renewal,enhance urban renewal kinetic energy,realize the quality of urban function perfect vitality.
