创新生态系统视角下团体标准组织治理机制研究--3GPP治理的经验与启示

Research on the Governance Mechanism of Group Standards Organizations from the Perspective of Innovation Ecosystems--Experience and Inspiration of 3GPP Governance

为提高团体标准组织的治理水平,基于创新生态系统视角,构建包含结构、过程、知识更新、产权保护和关系管理等5个维度的团体标准组织治理框架,采用案例分析方法对第三代移动合作伙伴计划(3GPP)的治理机制进行深入分析。研究发现:3GPP开放的系统结构保证了标准的全球统一和兼容,科学的标准制定流程提升了团体标准质量,代际演进的标准技术知识更新节奏保证知识的先进性,适度宽松的知识产权政策解决了创新的收益分配问题,有效的关系管理帮助实现标准链条的闭环发展。

In order to improve the governance level of group standards organizations,this study constructed a governance framework for group standards organizations based on the perspective of innovation ecosystem,which includes five dimensions:structure,process,knowledge updating,intellectual property rights protection and relationship management,and conducted an in-depth analysis of the governance mechanism of the Third Generation Mobile Partnership Project(3GPP)by adopting the case study method.The study found out that:the open system structure of 3GPP ensures the global unification and compatibility of standards,the scientific standard development process improves the quality of group standards,the rhythm of updating technical knowledge of standards through intergenerational evolution ensures the advancement of knowledge,the moderately loose intellectual property policy solves the problem of distributing the benefits of innovation,and the effective relationship management helps to realize the closed-loop development of the standards chain.
