Problems and Thinking of Controlled Detailed Planning in High Urbanized Areas

在国土空间规划体系背景下的控制性详细规划仍然是各项建设活动的法定依据。城市建成度高的地区由于其实际建设的复杂性和建设的长期性决定了其控规编制的特点。本文以大岭-西桠-江尾头片区和谷都01、02街区为例,阐述这类型地区的控规编制应该从差异化编制策略的制定,运用城市设计的方式方法和多方利益综合平衡三个方面作出思考。

The controlled detailed planning in context of the territorial and spatial planning system is still the legal basis for various construction activities.The complexity of the actual construction and the long-term nature of the urban development determines the characteristics of its controlled planning of high urbanized areas.Taking Daling-Sanya-Jiangweitou areas and Gudu 01 and 02 blocks as examples,this paper expounds that the controlled planning of these areas should be considered from three aspects:the formulation of differentiated compilation strategies,the use of urban design methods and the comprehensive balance of multiple interests.
