党的监督保障法规是制约与激励党组织和党员干部更好地行使党和人民赋予的权力的党内法规。党的十八大以来,为完善权力运行的制约和监督机制,强化党内法规制度的激励与保障功能,推动党的监督保障法规科学化体系化发展,以习近平同志为核心的党中央深刻把握党的监督保障法规及其建设的基本规律,持续优化其内容与形式,不断增强其衔接性和联动性,党的监督保障法规体系的科学化规范化协调化水平不断提升。坚持问题导向与系统观念,提升内部要素的完备性与增强相关党内法规的贯通性相结合,与国家法律协调衔接,提升党的监督保障法规的权威性与实施效能,是新时代党的监督保障法规体系创新发展的基本经验。

The Party’s supervision and guarantee legal system are intra-Party regulations that restrict and motivate Party organizations,Party members and cadres to better exercise the power given by the Party and the people.In order to improve the restriction and supervision mechanism of power operation,strengthen the incentive and guarantee functions of the Party’s laws and regulations and promote the scientific and systematic development of the Party’s supervision and guarantee regulations,the Party Central Committee with Comrade Xi Jinping as the core has a deep grasp of the basic laws of the Party’s supervision and guarantee laws and regulations and their construction,continues to optimize their content and form,and constantly enhance their cohesion and linkage,and the scientific,standardized and coordinated level of the Party’s supervision and guarantee laws and regulations has been continuously improved since the 18th National Congress of the Communist Party of China.Adhering to the problem-oriented and systematic concept,combining the improvement of the completeness of internal elements with the enhancement of the coherence of relevant intra-Party regulations,coordinating and connecting with national laws,and improving the authority and implementation efficiency of the Party’s supervision and guarantee regulations are the basic experiences for the innovation and development of the Party’s supervision and guarantee regulations system in the new era.
