Functional Positioning and Implementation Measures of Territorial Spatial Planning

尽管社会经济发展良好,但国土空间仍然存在开发效率低、生态环境恶化、资源浪费等问题,与可持续发展理念背道而驰。基于此,需以国土空间开发现状为基础,借鉴优秀的国土管理经验,结合我国国土资源现状制定科学可行的开发方案,走可持续发展之路。文章着重研究国土空间规划功能定位与实施措施,涉及国土空间规划的编制思路、功能定位、质量提升策略等内容,以期给国土空间的开发利用提供参考,提高国土资源的社会经济价值和生态价值。

Despite the good social and economic development,there are still problems such as low efficiency of land and space development,deterioration of the ecological environment,and waste of resources,which run counter to the concept of sustainable development.Based on this,it is necessary to formulate a scientific and feasible development plan based on the current situation of land and space development,learn from the excellent land management experience,and combine the current situation of China's land and resources,so as to take the road of sustainable development.This paper focuses on the functional positioning and implementation measures of territorial spatial planning,involving the compilation ideas,functional positioning,and quality improvement strategies of territorial spatial planning,in order to provide reference for the development and utilization of territorial space and improve the socio-economic value and ecological value of land resources.
