新世纪我国高等医学教育政策量化评价

摘要 高等医学教育的发展离不开政策支持,而政策量化评估能有效反映政策的设计合理性和协调性。关注2000年后颁布的高等医学教育政策,结合文本挖掘与政策一致性(policy modeling consistency,PMC)指数模型,构建包括一级变量10个和二级变量35个的高等医学教育政策评价PMC指数模型。通过对14项国家层面高等医学教育政策文本的量化评价,发现政策设计总体合理。其中,8个政策评级为优秀,6个为可接受,无不良或完美级别的政策。发现存在政策目标规划不均衡、激励措施效果不强、实施环节不充分等问题。基于此提出了相应的政策优化建议,以期为未来的高等医学教育政策设计提供参考。 The development of higher medical education is inseparable from policy support,and the quantitative evaluation of policy can effectively reflect the rationality and coordination of policy design.This study focuses on the higher medical education policy promulgated after 2000,and combines text mining and policy modeling consistency(PMC)index model to construct a PMC index model for higher medical education policy evaluation,which includes 10 primary variables and 35 secondary variables.Through the quantitative evaluation of 14 national higher medical education policy texts,it is found that the policy design is generally reasonable.Among them,8 policies are rated as excellent,and 6 policies are rated as acceptable,with no policies rated as poor or perfect.However,there are some problems,such as unbalanced policy target planning,ineffective incentive measures and insufficient implementation links.Based on this,the corresponding policy optimization suggestions are put forward in order to provide reference for the policy design of higher medical education in the future.
