协同治理视角下城市更新项目公众参与有效性研究

Research on Effectiveness of Public Participation in Urban Renewal Projects From the Perspective of Collaborative Governance

近年来,城市更新项目逐渐从政府决策转变为多方主体共同决策,然而在实践中,公众参与大多仅为“象征性”参与,导致最终参与效果难以达到预期。因此,从协同治理视角研究城市更新中提升公众参与有效性的路径。综合文献研究法和专家访谈法,从参与主体、参与过程以及参与环境三个维度识别总计24个关键影响因素;进一步提出研究假设和理论模型,通过结构方程模型进行验证分析。结果表明:识别的24个关键影响因素均通过了验证性因子分析,因子荷载均大于0.6;参与环境对参与主体和参与过程有直接影响,参与主体、参与环境和参与过程三个指标对公众参与有效性均有显著影响。为促进公众主动参与决策,可以从注重参与公众的代表性、提高公众意见影响决策的程度以及加大项目信息的公开程度三个方面提升公众参与的有效性。

Urban renewal projects have gradually changed from government decision-making to multi-subject decision-making recently,while most of the public participation is only symbolic in the practice,resulting in the insufficient participation.Therefore,the path to enhance the effectiveness of public participation in urban renewal was studied from the perspective of collaborative governance.Using literature research method and expert interview method,24 key influencing factors were identified from three dimensions of participants,participation process and participation environment.Research hypotheses and theoretical model were proposed and verified by Structural Equation Model.The results showed that the 24 key influencing factors have passed the confirmatory factor analysis,and the factor loadings were all greater than 0.6.The participation environment had a direct impact on the participants and the participation process,and the three dimensions all had significant effects on public participation effectiveness.Therefore,public participation effectiveness can be improved by improving representativeness,public opinion influence on decision making and information transparency.
