数字技术赋能中国政策性粮食监管效能提升研究

摘要 数字技术深刻推动着政策性粮食监管的数字化转型,并从根本上提升政策性粮食的监管效能。构建数字技术下政策性粮食监管效能提升分析框架,以经济学前沿曲线理论模型分析数字技术赋能政策性粮食监管效能的基本原理,通过形塑机制、前置执行机制、效能驱动机制和有效协同机制等阐释数字技术赋能政策性粮食监管的作用过程。在此基础上,深入分析实践层面政策性粮食监管中暴露的诸多矛盾,提出数字技术赋能政策性粮食监管效能的对策建议,主要包括:构建政策性粮食数字化监管系统,推进政策性粮食相关领域监管数字化,促进政策性粮食“三全监管”数字化,建立健全政策性粮食数字化监管保障体系等。 Digital technology profoundly propels the digital transformation of policy-based grain supervision and fundamentally upgrades the regulatory effectiveness of policy-based grain.This paper constructs an analysis framework for the effectiveness of digital technology to empower policy-based food supervision,analyzes the basic principles of digital technology-enabled policy-based food regulatory effectiveness with the theoretical model of economic frontier curves,and explains the role process of digital technology empowering policy-based food supervision through shaping mechanism,pre-implementation mechanism,efficiency-driven mechanism and effective coordination mechanism.On this basis,this paper deeply analyzes the contradictions exposed in policy-based food supervision at the practical level,and puts forward countermeasures and suggestions for digital technology to empower the effectiveness of policy-based food supervision,mainly including:building a policy-based food digital supervision system,promoting the digitization of regulation in policy-grain-related fields,promoting the tri-full supervision digitization of policy-based grain,and establishing the policy-based grain digital supervision and guarantee system.
