完善金融合作机制 提高人民币持有意愿——基于浙江、辽宁等地人民币跨境使用情况的调研

Improve Financial Cooperation Mechanism and Enhance the Attractiveness of RMB--Research on the RMB Cross Border Using in Zhejiang,Liaoning and Other Regions

为充分发挥贸易投融资便利化和跨境资金流动便利化政策作用,进一步推动人民币跨境使用,中国人民银行金融研究所对浙江、辽宁和江苏的11家政府相关部门、13家金融机构和25家企业进行座谈和现场走访。调研发现,近年来跨境人民币业务保持较快增长,主要贸易伙伴国企业对人民币接受度有所提升。但扩大人民币跨境使用仍面临部分国家政策限制、境外交易对手方接受度不高、中资金融机构面临制裁风险等难题。建议:积极完善与主要贸易伙伴国的金融合作机制,优化跨境人民币使用环境;顺应境外增持人民币资产的趋势,提高非居民持有人民币意愿;扩大政府奖补力度,推动我国境外投资以人民币结算;鼓励金融机构开拓创新,扩大人民币跨境使用。

In Through research and on-site visits to 11 relevant government departments,13 financial institutions and 25 enterprises in Zhejiang,Liaoning and Jiangsu,it was found that the cross-border use of RMB has maintained a rapid growth in recent years,and the acceptance of RMB by enterprises in major trading partner countries has increased.However,the expansion of cross-border use of RMB still faces difficulties such as policy restrictions of some countries,low acceptance of overseas counterparties,and sanctions risks faced by Chinese financial institutions.In the next step,we should actively improve the financial cooperation mechanism with major trading partners,optimize the cross-border use environment of RMB,increase the willingness of non-residents to hold RMB,expand government incentives and subsidies,promote China's overseas investment to be settled in RMB,and expand the cross-border use of RMB.
