危险化学品企业设备评估分级系统的构建

摘要 随着化工技术的发展进步,各大危险化学品企业趋于集约化,在日常监管和检查中发现,一些危险化学品企业存在管理不系统、不全面,无法依据企业现状划分企业等级,不利于危险化学品企业的监督管理,这些都成为制约企业安全发展的重要因素。通过对危险化学品企业现有设备的完整性评估,建立以设备完整性为基础的分级系统迫在眉睫。该系统的建立依托相应领域专家经验和层次分析的方法,客观公正地给出危险化学品企业设备管理得分后,辅助企业分析出相对薄弱环节,通过分值拟合以及斜率变化,将危险化学品企业划分成4个类别,针对不同类别提出有针对性的监控调整措施及建议,为企业的安全生产提供了技术支持。 With the development and progress of chemical technology,major hazardous chemical enterprises are becoming more intensive.In daily supervision and inspection,it has been found that some hazardous chemical enterprises have problems such as inadequate and incomplete management,inability to classify enterprises based on their current situation,and unfavorable supervision and management of hazardous chemical enterprises.These have become important factors restricting the safe development of enterprises.It is urgent to establish a classification system based on equipment integrity by evaluating the integrity of existing equipment in hazardous chemical enterprises.The establishment of this system relies on the experience of relevant experts in the field and the method of hierarchical analysis.After objectively and fairly providing equipment management scores for hazardous chemical enterprises,it assists enterprises in analyzing relatively weak links.Through score fitting and slope changes,hazardous chemical enterprises are divided into four categories,and targeted monitoring and adjustment measures and suggestions are proposed for different categories,providing technical support for the safety production and long-term development of enterprises.
