公共图书馆文化扶贫的实践与探索

Practice and Exploration of Cultural Poverty Alleviation in Public Libraries

无论何时,文化素养对人的发展都有着重要的影响,一旦文化素养缺失就会导致眼界、格局、思维方式等受到影响,进而影响经济收入。文化扶贫的目的是提高扶贫对象的综合素质,提升其自我脱贫的能力。就基层公共图书馆而言,其在公共文化服务体系建设中处于承上启下的枢纽地位。通过论述文化扶贫的重要作用,总结公共图书馆参与文化精准扶贫的优势,从实践层面探索精准扶贫措施,从而有效地推动贫困地区基层图书馆数字化发展,丰富其服务功能,拓展其服务能力,发挥图书馆的社会服务职能,满足与保障人民的文化权益。

At any time,cultural literacy has an important impact on human development,and once cultural literacy is missing,it will affect vision,pattern and the way of thinking and then affect economic income.The purpose of cultural poverty alleviation is to improve the overall quality of poverty alleviation targets and enhance their ability to get rid of poverty by themselves.As far as grassroots public libraries are concerned,they are in a pivotal position in the construction of the public cultural service system.This paper discusses the important role of cultural poverty al‐leviation,summarizes the advantages of public libraries in participating in targeted cultural poverty alleviation,and explores targeted poverty alleviation measures from the practical level,so as to effectively promote the digital devel‐opment of grassroots libraries in poor areas,enrich their service functions,expand their service capabilities,give full play to the social service functions of libraries,and meet and protect the cultural rights and interests of the people.
