“镇—村”二级主体功能区细分思路与实践——以湖北省枝江市为例

The Subdivision Ideas and Practice of‘Town-village’Main Function Area:A Case Study of Zhijiang City,Hubei Province

主体功能区在国土空间开发保护格局中具有战略性、基础性和约束性作用,是国土空间实现精准施策、精细管控的重要抓手,新时期各地对主体功能区的细分进行了大量的探索。本文以湖北省枝江市为例,通过自上而下和自下而上结合的方式,构建“镇—村”二级主体功能区评价指标体系,结合定量的功能空间比例,细分了“镇(街道)—村(社区)”二级主体功能区,并构建了功能与指标传导和用途与项目落实的路径,以期为县级城市主体功能区细化及高水平治理提供借鉴。

The main function area plays a strategic,basic,and binding role in the development and protection pattern of territorial space,and is an important hand to implement precise policy and fine management and control of territorial space,in the new period,the subdivision of the main functional area has been explored extensively.Taking Zhijiang City of Hubei Province as an example,this paper constructs an evaluation index system of‘townvillage’secondary subject functional areas by combining top-down and bottom-up approaches,with quantitative functional space ratios,this paper subdivides the‘town(street)-village(community)’secondary main function area,and constructs the path of function and index transmission and the purpose and project implementation,so as to provide reference for the county-level city main function area subdivision and high-level governance.
