次优理论视角下“城郊融合类”实用性村庄规划编制策略研究——以介休市西北里村为例

Research on the Practical Village Planning Strategies of‘Suburban Integration Style’Based on the View of Suboptimal Theory:A Case Study of Xibeili Village in Jiexiu City

“城郊融合类”村庄是促进城乡要素双向流动和自由交换的重要空间载体,在新的时代背景下“城郊融合类”实用性村庄规划编制的理论依据和策略方法有待进一步研究和深化。本文首先分析了“城郊融合类”实用性村庄规划编制在认识层、标准层、实施层和组织层四方面的主要问题,然后借鉴经济学次优理论,从实施效用和资源组合比对视角,提出实现实用性效能最大化的规划编制路径选择。最后结合山西省介休市张兰镇西北里村实用性村庄规划编制实践,在分析其资源概况和发展问题的基础上,从资源判识、存量明晰、极核扩散、多元保障四方面提出规划编制的次优策略,以期为其他“城郊融合型”实用性村庄规划编制提供参考。

‘Suburban integration style’villages are important spatial carriers to promote the two-way flow of urban and rural elements.Under the new era background,the theoretical basis and strategies of the practical village planning of‘suburban integration style’need to be further studied and deepened.Firstly,the paper analyzes the four problems in the planning of practical village of‘suburban integration style’of cognition level,standard level,implementation level and organization level.Furthermore,based on the suboptimal theory of economics,the paper puts forward the path selection of planning to maximize practical efficiency from the perspective of implementation effectiveness and resource combination comparison.Finally,the paper analyzes the resource situation and development problems of Xibeili Village in Jiexiu City,Shanxi Province,then combines with the practical village planning practice of Xibeili Village to put forward the suboptimal selection strategies of planning from four aspects:resource identification,stock clarity,emphasis proliferation and multiple security.It is expected to provide references for other practical village planning of‘suburban integration style’.
