老龄人口的高质量发展与积极老龄化相辅相成、彼此成就。“以人民为中心”的人口高质量发展是积极老龄化的重要保障,其“人民性”可为积极老龄化提供明确的方向引领,其“统协性”可为积极老龄化营造良好的制度环境,其“发展性”有利于夯实积极老龄化的人—财储备。反之,积极老龄化蕴藏的“长寿红利”是人口高质量发展的必要支撑,乐观的心理资本、充裕的人力资源、丰厚的人力资本、改善的经济资本分别为人口高质量发展提供了信心与动力、人口红利、人才红利和消费红利。以积极老龄化促进人口高质量发展,须以低龄老年人的人力资源存量助力劳动力人口总量充裕,以其人力资本改善助力全体人民素质优良,以老年人间接的生产性价值助力结构优化,以此缓解少子老龄化给人口高质量发展带来的风险与挑战。

High-quality development of the aging population and active aging complement each other and achieve each other.“People-centered”high-quality population development is an important guarantee for active aging,its“people’s nature”can provide a clear direction for active aging,its“collaboration”can create a good institutional environment for active aging,and its“development”is conducive to consolidating the people-financial reserves of active aging.On the contrary,the“longevity dividend”contained in active aging is the necessary support for high-quality population development.Optimistic psychological capital,abundant human resources,abundant human capital and improved economic capital provide confidence and motivation,demographic dividend,talent dividend and consumption dividend for high-quality population development respectively.In order to promote high-quality population development with active aging,it is necessary to use the human resources stock of the young elderly to help the total labor force population to be abundant,make use of its human capital improvement to assist the quality of all the people,and take advantage of the indirect productive value of the elderly to help optimize the structure,so as to alleviate the risks and challenges brought by the aging of the young children to the high-quality population development.
