内河船舶配员与值班检查系统设计

摘要 针对内河船舶配员不规范,值班情况复杂,海事管理部门执法管理难度大等问题,开发内河船舶配员与值班检查系统,获取船员打卡状态与驾驶室音视频数据,并利用运营商网络发送至岸基管理平台,实现海事管理部门远程监管。经实船验证,该系统可对船舶配员与值班状况进行有效监管,减少船舶配员与值班违规事件,保证了内河船舶航运安全。 In view of the problems such as irregular staffing of inland vessels,complicated on-duty work,and difficult law enforcement and management of maritime management departments,this paper proposes an inspection system for staffing and watchkeeping of inland vessels to collect the crew's clocking status and audio and video data in the cab,which were sent to the shore-based management platform by the operator network to realize remote supervision of maritime management departments.Through the real ship verification,the system can effectively supervise the situation of ship staffing and watch,reduce illegal conducts of ship staffing and watchkeeping,and ensure the safety of inland ships.
