摘要
对于单项体育协会治理而言,不同类型协会发展情况差异,决定了在改革中必须贯彻分类治理的思维。研究综合考虑项目市场化程度和组织行政化程度,在群众体育和竞技体育全面发展的要求下,针对高行政化、低市场化协会,提出政府有限主导−协会依附自主治理模式;在规范体育市场治理秩序的要求下,针对高(低)行政化、高市场化协会,提出政府分权赋能−协会合作自主治理模式;在提升服务群众专业化能力的要求下,针对低行政化、低市场化协会,提出政府相机管控−协会独立自主治理模式。由此,通过分类治理助推地方性单项体育协会改革跨越深水区,夯实体育强国建设更加广泛且扎实的组织基础。
For the governance of associations of single sports,the varying development situations of different types of associations necessitate the implementation of a categorization-based governance approach in the reform process.By considering the degree of market orientation of a sport and the degree of administrative centralization of an association,this study proposes three governance models to address the demands of comprehensive development in competitive and mass sports.For associations with high administrative centralization and low market orientation,the limited government leadership with association autonomy model is recommended.For associations with high(low)administrative centralization and high market orientation,the government decentralization and empowerment with association cooperation and autonomy model is suggested to regulate the sports market governance order.Additionally,for associations with low administrative centralization and low market orientation,the government oversight with association independence and autonomy model is proposed to enhance specialized services for the public.Through the implementation of categorization-based governance,the in-depth reform of local single sport associations can overcome challenges and establish a broader and solid organizational foundation,contributing to the goal of building a sports power.
